Under the general direction of the Director of Public Works, responsible for planning, organizing, directing, and supervising the daily operations, maintenance, and regulatory compliance of the City’s water distribution system, wastewater collection system, Wastewater Treatment Plant (WWTP), and Water Quality Department in accordance with Texas Commission on Environmental Quality (TCEQ) regulations. This position ensures safe, reliable, and compliant utility services, provides leadership to multiple operational divisions, and supports the City’s long-term infrastructure, water quality and capital improvement goals.

Essential Functions:

This information is intended to be descriptive of the key responsibilities of the position.   1. Plan, coordinate, and oversee daily operations of the water distribution system, wastewater collection system, Wastewater Treatment Plant (WWTP), and Water Quality Department.
  2. Ensure compliance with all applicable federal, state, and local regulations, including TCEQ rules, EPA requirements, Texas Administrative Code (TAC), and OSHA safety standards.
  3. Supervise, train, schedule, and evaluate utility operations staff across divisions; ensure staff maintain required TCEQ licenses and continuing education units (CEUs).
  4. Serve as the designated responsible operator or supervisor for water, wastewater, treatment plant, and water quality compliance, including inspections, sampling, reporting, and corrective actions.
  5. Oversee WWTP operations to ensure treatment processes meet permit requirements, discharge limits, and environmental standards.
  6. Direct the Water Quality Department’s monitoring, sampling, testing, reporting, and public notification requirements, including boil water notices and consumer confidence reports.
  7. Respond to and manage utility emergencies such as water main breaks, sanitary sewer overflows (SSOs), lift station failures, treatment plant upsets, permit exceedances, and weather-related events.
  8. Coordinate preparation and submission of required regulatory reports, including Discharge Monitoring Reports (DMRs), monthly operating reports, compliance documentation, and incident notifications.
  9. Assist with development, administration, and monitoring of operating and capital budgets for utility operations, treatment facilities, and water quality programs.
  10. Coordinate with engineers, consultants, developers, contractors, and inspectors on capital improvement projects, system upgrades, plant improvements, and regulatory initiatives.
  11. Review and provide input on plans and specifications related to water, wastewater, treatment, and water quality infrastructure to ensure compliance with City standards and TCEQ requirements.
  12. Oversee fleet, equipment, tools, chemicals, and materials used in utility and treatment operations; ensure proper maintenance, safety compliance, and readiness.
  13. Address customer complaints, service requests, and public inquiries related to water quality, treatment operations, and utility services in a professional and timely manner.
  14. Participate in an on-call rotation and provide leadership during after-hours emergencies, disaster response, and regulatory events.
  15. Supervises the operations and maintenance of City wastewater collections system Fats, Oils & Grease (FOG) Program, Inflow & Infiltration (Smoke) Program. 
  16. Participate in the preparation of the annual operating budget for the Utility Department, prepare, and monitor the budget.
  17. Responsible for maintaining and keeping secure, and adequate inventory of parts, such as repair tapping saddles, manholes, adjustment rings and risers, water system parts, etc., for the various sizes and types of materials utilized in the utility systems, coordinates ordering with the utility crew leaders.
  18. Inspect work in process and completed projects.
  19. Perform all other duties as assigned.
