Role Overview We are seeking an experienced Senior PMO Project Manager / Programme Manager with construction experience to lead programme planning, governance, reporting and delivery assurance across complex, multi-workstream projects. This role plays a key part in enabling operational excellence across our project portfolio—ensuring clarity, structure, consistency, and strong governance for programmes of work in the UK and Europe. You will partner with senior stakeholders, project leads, cross-functional teams, and clients to drive disciplined project execution, efficient processes, and proactive risk and issue management.
Key Responsibilities

Programme Governance & Controls

  • Develop and maintain programme governance frameworks, processes and reporting structures.
  • Oversee schedule management, dependencies, milestones, resourcing models and change control.
  • Establish clear standards for assurance, quality, audit checks, and decision-making pathways.
  • Ensure programme documentation, RAID logs, PMO dashboards, status reports and KPIs are accurate and current.
Portfolio & Performance Management
  • Coordinate and consolidate reporting across multiple workstreams and project managers.
  • Analyse programme performance, identify variances, and propose corrective actions.
  • Drive continuous improvement on processes, tooling, risk management and reporting cadence.
  • Provide leadership with real-time insights to support strategic decision-making.
Stakeholder & Client Engagement
  • Build trusted relationships with internal and external senior stakeholders.
  • Facilitate steering meetings, governance boards, programme workshops and cross-functional alignment sessions.
  • Provide proactive insight, highlighting risks, opportunities and strategic recommendations.
Delivery Leadership
  • Support or lead project delivery where required, ensuring alignment to programme outcomes.
  • Manage budgets at programme level, track financial performance, and support commercial teams with forecasting.
  • Oversee resource planning, onboarding processes, team utilisation and performance coordination.
Change, Compliance & Quality
  • Act as guardian of programme standards, ensuring compliance with RLB methodology.
  • Support change impact analysis, communication planning, and implementation support.
  • Manage PMO mobilisation, setup, and readiness activities.
  • Oversee onboarding processes, induction materials, and compliance documentation.

Candidate Profile
Qualifications
  • Degree in Project Management, Business, Construction, Engineering, or a related discipline.
  • Recognised project/programme management qualification (e.g., MSP, APM PMQ/PPQ, PRINCE2, Agile certifications).
  • (Preferred) Membership of APM, PMI, or similar professional body.
Experience
  • Extensive experience in a PMO, programme management, or project governance role within construction consultancy or a complex construction project environment.
  • Proven experience supporting programmes across multiple workstreams, ideally within the built environment or technical sectors.
  • Strong background in governance, controls, RAID management, portfolio reporting and programme planning.
  • Experience preparing high quality reports for senior stakeholders, boards and clients.
  • Demonstrable ability to drive discipline, structure and consistency across teams.
  • Skilled in data driven reporting, dashboards, and PMO tooling (e.g., MS Project, Power BI, Smartsheet).
