Five (5) for non-disabled veterans, ten (10) for disabled veterans. Proper documentation must be submitted to the Personnel Director before the date of the examination. Residents – Five (5) Residency points shall be added in accordance with the amendment to the Civil Service Ordinances dated March 18, 2011. Proper documentation and proof of residence must be submitted no later than the closing date for applications.    **EXAMPLES OF DUTIES: **  Under the direction and supervision of the Tax Collector, Deputy Tax Collector, Utility Administration Controller and/or Collections Supervisor is responsible for performing all of the research and administrative functions necessary for the collection of delinquent taxes, parking tickets and water and sewer user fees. Within the Tax Department, this position will have a primary focus of administering the Tax Sales Process in compliance with CT General Statutes amongst other responsibilities. Administer the issuance and update of Alias Tax Warrants with Water Addendums as needed for Tax Sales. Respond to questions regarding same from State Marshals/City Constables and taxpayers. Apply payments on said warrants according to State Statues, City and Office Policy and Procedures. Research and perform administrative work associated with Tax Sales (Auctions). Accurately administer the City of Waterbury Tax Sale Program with maintenance of spreadsheets, reports and website information necessary for same. Serve as Department contact person for questions and problems regarding Auction and Parking Ticket issues. Perform duties associated with the Billing and Collection of Parking Tickets. Within the Utility Administrative Division, this position would have a primary focus of performing all of the research and administrative functions associated with the water shut-off program and receivership collection program. Other duties as assigned. This class preforms assigned work and provides excellent customer service in accordance with Federal & State laws, State statutes, City ordinances, regulations and established City/Department policies, procedures and internal controls while maintaining accurate and complete records, and file maintenance. Instrumental in the successful administration of the Tax Sales Process, Receivership Process, Water Shut-off Program, and Warrant Program. Property taxes and water/sewer usage and service fees comprise the majority of billed revenues with other collectible revenues including parking tickets and police extra duty.  **EXAMPLES OF WORK: (Illustrative Only)**  The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties:  Preparation of tax sale auction lists and accompanying documentation to go before the Auction Committee for approval; The preparation of tax sale Notification Letters to the Taxpayer; Coordination with the Marshal handling the auctions and supplying them with the tax and water/sewer data needed through maintenance of highly detailed and near daily updating of tax sale spreadsheets; Maintaining the Access Database of Auction Properties; Review titles searches when they are completed to see if there may be a reason to not auction a property; Create and maintain Auction night report, bid and expense sheets; Update the Auction section on the City Website to list information regarding properties for sale as well as posting photographs of the properties, keeping it accurate up to the moments before the Auction; Prepare Auction night packets for bidders; Running the operations the night of the Auction, answering any questions that arise, track the bids, selling price and winning bidder on the bid sheet; After auction duties including updating the information in the Tax Sales Spreadsheet, the Master Access Database, and adding messages to QDS as well as to the Website; Lodge deeds along with appropriate forms with Town Clerk’s Office; Maintain detailed records on each property and ensure the Water/Sewer Department has a copy of all information; Track any overages in the various spreadsheets and make sure they are appropriately deposited with Finance Department and/or Clerk of the Superior Court; Keep track of redemption dates in order to record deeds and see if overages can be used to pay other debts to the City; Tracking of all warrant payment checks received from the Marshals/Constables; Preparation and transmittal of a Weekly Warrant Payment Report; Involvement with the City’s Parking Tickets collection program; Releasing Delinquent Taxpayers with DMV; Maintain the Abandoned Properties, the Adjourned Property and Central Business District Reports; Providing accurate information to taxpayers, banks, attorneys, constables, marshals and other departments; Perform assigned work associated with receivership and water shut-off collection programs; Performs other related work as assigned.  **REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: ** Knowledge of office systems and procedures including proper telephone usage, computer usage, online payment applications, filing and office terminology; knowledge of basic bookkeeping and accounting skills; ability to maintain complex clerical records and prepare reports from such records; ability to utilize various office automation software and applications; high level of interpersonal skills, tact and courtesy, good judgment; ability to research, understand and comply with Federal Law, State Statutes City and Office policy as they apply to applicable situations. Ability to multi-task and willing to work collaboratively with other co-workers and problem solve. Ability to perform complex tasks involving large amounts of data. Ability to learn lien, alias tax warrant, tax auction sale, receivership and water shut-off processes and regulations, bankruptcy laws and regulations as they relate to municipal taxes, usage fees and other revenues. Ability to establish and maintain effective working relationships with superiors, associates, other agencies and the general public. Ability to use computerized financial systems, tax collection systems, water & sewer systems, operating on a variety of platforms.
