Description
PURPOSE
The purpose of this classification, under the general direction of the Public Works Director or his designee, is to perform administrative and supervisory work in maintaining, repairing, and constructing streets, and related public works projects when directed. Employees in this classification are responsible for coordinating timely and effective completion of projects, coordinating the personnel, materials, supplies, and equipment required for completing projects, and ensuring the service level of the Streets Maintenance division meet the established standards.
EDUCATION, TRAINING, AND EXPERIENCE
A bachelor’s degree in management, Public Administration, or related field; supplemented by a minimum of five (5) years’ municipal construction experience with a work history that includes five (5) or more years of experience in a progressively responsible supervisory role with managerial experience in coordinating roadway maintenance for a moderately sized or large-scale organization; or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities.
In the absence of a formal degree, the desired candidate must possess a High School Diploma or acceptable GED equivalency, supplemented by minimum of seven (7) years’ experience that includes roadway construction and project management experience, to include roadways, roadway drainage, roadway signalization construction and maintenance, project management, budget preparation and administration, management of employees and administration of construction and maintenance contracts for services of roadways. Requires knowledge and experience in roadway construction and maintenance techniques and materials (asphalt, concrete, and soils), budget and supervisory principles, and operations of roadway construction and maintenance, vehicles and equipment. Must possess the ability to read, interpret, and apply engineering plans and blueprints. Work history must include at least five (5) years’ experience in a supervisory capacity. Construction background is preferred.
Must possess and maintain a valid State of Florida Driver's License.
JOB DESCRIPTION
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Coordinates and controls the field activities essential to the operation, construction, maintenance, and general repair of the City's roadway infrastructure.
Coordinates long term planning of streets objectives and assists in budget preparation working in concert with Public Works Director or his designee.
Oversee the City-wide Resurfacing Program; Including but not limited to scheduling; Quality Control; Adherence to Current Plans and Specifications and assure work is done on time and within budget.
Coordinates materials, supplies, and equipment required per job site/work order.
Inspects work in progress, modifies or adjusts work methods, crew sizes, and related factors to ensure projects are completed in accordance with sound engineering and construction principles.
Supervises, schedules, assigns, trains, and evaluates the performance of crew personnel under charge.
Ensure employees, including supervisory personnel, are accountable for compliance with all relevant policies, procedures, and requirements of the City.
Maintains and files a variety of records and reports (i.e., overtime reports, inventory equipment, budget expenditures, requisitions, accident reports, and personnel performance).
Develops and implements work safety and related in-service training programs.
Ensures adherence to established safety standards/procedures for crews under charge.
Performs Jobsite activities for monitoring and inspection purposes.
Responds to complaints and emergencies.
Plans, directs, and supervises the construction and maintenance of public streets.
Directs and supervises the work of streets maintenance and authorizes specific jobs; determines work schedules and locations and construction and maintenance of roadways, sidewalks and similar facilities.
Interprets plans and specifications for subordinates and directs construction and modification of roadways and similar facilities.
Attends various meetings and conferences; represents the division at meetings.
Prepares information for compliance with various environmental and other regulatory entities.
Research and tests new methods and materials.
Prepares/revises emergency management policy. Reviews/revises divisional policy and procedure.

Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify facts, principles for developing approaches and techniques to problem resolution, methods and standards to meet variations in assigned objectives.
Situational Reasoning: Requires the ability to exercise the judgment, decisiveness, and creativity required in situations involving evaluation of information against sensory, judgmental, or subjective criteria as opposed to that which is clearly measurable or verifiable.
ADA COMPLIANCE
Physical Ability: Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20 to 50 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors and depths. Some tasks require visual perception and discrimination, and oral communications ability.
Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, and/or pathogenic substances.

The work performance of supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:
Knowledge of Job: Has thorough knowledge of the methods, policies and procedures of the City of Daytona Beach as such pertain to the performance of the essential duties of the Manager Streets Maintenance & Construction. Has thorough knowledge of municipal construction, maintenance, and repair of stormwater and streets infrastructure. Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the organization of the Department and of related departments and agencies. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has thorough knowledge of terminology and related professional languages used within the Department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and inter-departmental personnel, as well as any external entities with which position interacts.
Quality of Work: Maintains high standards of accuracy in performing duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility.
