<div><h2>Overview</h2><p>This position is responsible for the procurement of municipal supplies, services, materials, and equipment which support city government operations.</p><h2>Responsibilities</h2><ul><li>Administer and oversee all procurement activities for the City, ensuring compliance with applicable North Carolina municipal purchasing laws, City ordinances, and internal policies.</li><li>Develop, issue, and manage formal and informal solicitations, including Requests for Proposals (RFPs), Invitations to Bid (ITBs), and Requests for Qualifications (RFQs).</li><li>Evaluate bids and proposals, coordinate selection processes, and prepare recommendations for award in accordance with statutory requirements and City procurement guidelines.</li><li>Review, draft, and negotiate contracts, purchase orders, and service agreements to ensure compliance with legal, financial, and operational standards.</li><li>Monitor active contracts for compliance with scope, performance standards, delivery schedules, and budget controls; ensure timely renewals, amendments, and contract closeouts.</li><li>Maintain accurate and complete records of procurement activities in accordance with State retention and audit standards.</li><li>Provide guidance and training to City departments on procurement rules, contract management, and purchasing procedures.</li><li>Ensure that Minority and Women Owned Business Enterprise (MWBE) and Historically Underutilized Business (HUB) participation goals are considered and incorporated where applicable.</li><li>Serve as the City’s liaison with vendors, contractors, consultants, and external stakeholders to foster effective business relationships.</li><li>Support internal controls by ensuring segregation of duties, adherence to approval thresholds, and proper documentation for audit readiness.</li><li>Research, analyze, and recommend improvements to policies, procedures, and systems to increase efficiency, transparency, and compliance.</li><li>Perform other related duties as assigned.</li></ul><h2>Education and/or Experience</h2><ul><li>Bachelor’s degree in purchasing, finance, business administration, or related field.</li><li>One (1) year of experience in the procurement of a variety of supplies, materials, and equipment.</li><li>Possession of Certified Local Government Purchasing Officer (CLGPO) Certification or ability to obtain certification, subject to course availability.</li></ul><h2>Requirements</h2><ul><li>Possession of a valid North Carolina driver’s license, or any valid driver’s license with ability to obtain a North Carolina driver’s license within 60 days of establishing a permanent residence in North Carolina.</li></ul><h2>Knowledge, Skills, And Abilities</h2><ul><li>Thorough knowledge of North Carolina General Statutes, federal procurement requirements, and local ordinances and regulations governing the purchasing of materials, supplies, and equipment.</li><li>In-depth knowledge of business methods, markets, and purchasing practices and procedures.</li><li>Comprehensive understanding of laws related to public purchasing.</li><li>Strong knowledge of various grades and qualities of materials, sources of supply, and price trends for supplies and equipment used by the City.</li><li>Ability to write clear, concise, and comprehensive contracts and specifications.</li><li>Ability to evaluate specifications, bids, and proposals accurately.</li><li>Excellent oral and written communication skills, with the ability to articulate ideas clearly and effectively.</li><li>Ability to establish and maintain effective working relationships with City officials, colleagues, vendors, and the public.</li></ul><h2>Job Related Physical Requirements</h2><p>This position involves light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Physical activity related to this position may require the use of fingers and hands, climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required to express thoughts and exchange information; hearing is required to respond to spoken words, to receive and understand information, and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.</p><h2>Working Conditions</h2><p>The employee is not subject to adverse environmental conditions.</p></div> #J-18808-Ljbffr
