Facilitates the development of public trust and confidence in the City and it’s Utility.</p><div style="text-align: center"><br></div><p style="text-align: center"><strong><u>This position is considered an "Essential Position" for the purpose of Emergency Management.  Emergency duties will be assigned as needed.   This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials. </u></strong></p><p>The following duties are illustrative for this position.  The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.  </p><ul style="margin-bottom: 3pt"><li>Keeps the mission, vision and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.</li><li>Assists with supervising and training new staff members in established procedures and methods.</li><li>Verifies meter readings upon request of Supervisory staff.</li><li>Assists with scheduling meter reading routes to ensure that meters are equally distributed and read in the most efficient manner possible.</li><li>Assigns meter technicians to predetermined routes and/or scheduled work orders. </li><li>May read water meters on an assigned route when necessary and records readings.</li><li>Assures that water meters are read according to a predetermined schedule.</li><li>Keeps records accurately according to established procedures so that the billing of customers can be processed promptly and correctly.</li><li>Assists meter technician, as needed, to verify readings, access readings, etc.</li><li>Performs duties as assigned through work orders related to meters (i.e., turn-on/turn-offs, leak checks, re-reads, data reports, change water meters, replace damaged water meter boxes, missing lids, etc.) </li><li>Field checks meter locations to investigate unusually high or low consumption, to locate hard-to-find meters, or to get readings made difficult by locked gates, dogs, etc.</li><li>Reports stolen meters, check switched meters, enters readings into Neptune hand-held meter reading unit.</li><li>Maintains accurate records and performs computer data entry.</li><li>Other duties as may be assigned.</li></ul><p><br></p><p><strong>SUPERVISORY RESPONSIBILITIES</strong></p><p>May oversee the work of non-supervisory employees. Carries out responsibilities in accordance with the City’s policies and applicable laws. Responsibilities may include training employees; planning, assigning, and directing work; addressing complaints and resolving problems.</p><p><strong>This position requires scheduled/unscheduled overtime, including evenings, weekends, and holidays and/or immediate response to emergency conditions.</strong></p><br><p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. </p><p><br></p><p><strong>EDUCATION AND/OR EXPERIENCE</strong></p><p>Graduation from an accredited high school or possession of an acceptable equivalent diploma required. </p><p><br></p><p><strong>CERTIFICATES, LICENSES, REGISTRATIONS</strong></p><p>Possession of valid driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire. </p><p><br></p><p><strong>KNOWLEDGE, SKILLS & ABILITIES</strong></p><ul style="margin-bottom: 3pt"><li>Thorough knowledge of the geography and street locations within the Port St. Lucie Utility’s service territory.</li><li>Knowledge of rules and regulations concerning the disconnection policy of Utility accounts for non-payment.</li><li>Demonstrated knowledge and understanding of the Advanced Meter Reading (AMR) and Advanced Metering Infrastructure (AMI) reading software and systems. </li><li>Demonstrated knowledge and understanding of Customer Information System (CIS Infinity), CIS Mobile, SEMS Technologies, City Works, GIS platforms, and Microsoft 365 software operations and systems.</li><li>Ability to recognize and identify methods used in theft of utility services.</li><li>Ability to troubleshoot field issues.</li><li>Ability to make independent judgements and decisions.</li><li>Ability to focus on the positive in every situation. </li><li>Ability to stay centered when challenged.</li><li>Ability to model respect for individuals, teams, and the organization.</li><li>Ability to establish and maintain the trust and confidence of the department and public. </li><li>Knowledge of tools and equipment required to perform duties (weed-eater, lopper, mini chain saw, etc.)</li><li>Ability to establish and maintain effective working relationships with employees and the public.</li><li>Ability to communicate effectively in writing and orally.</li><li>Ability to work under pressure and meet deadlines.</li><li>Ability to follow through with assigned tasks.</li></ul><p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
