Upon closing, the applications received will be screened and notices will be sent to the applicants regarding the status of their application.</strong><br>Under the general direction of the Finance Director or designee, the Information Technology Manager leads the planning, organization, and oversight of the City's Information Technology Division. The position provides comprehensive IT services to meet the City's diverse and complex technology needs, with primary responsibility for systems administration, network administration, security administration, and helpdesk administration. In addition, the Manager is accountable for general administrative functions including budget development and administration, policy creation, vendor management, and staff supervision.<br><strong>JOB REQUIREMENTS</strong><br>These examples are intended only as illustrations of the various types of work performed. The examples of work performed are neither restricted to nor all-encompassing of the duties to be performed under this job title.<br><br><strong>Systems Administration:</strong><br><ul><li>Manage server environments, virtualization platforms, storage systems, and cloud integration.</li><li>Ensure reliable system backups and disaster recovery procedures.</li><li>Continuously monitor system performance, resource usage, and security to detect potential issues.</li><li>Perform routine maintenance on servers and networks, including applying security patches and updates, to keep systems running smoothly.</li></ul><strong>Network Administration:</strong><br><ul><li>Oversee design, implementation, and maintenance of the City's LAN/WAN, firewalls, switches, routers, and wireless infrastructure.</li><li>Monitor and optimize performance, capacity, and connectivity.</li><li>Maintain detailed documentation of network configurations, issues, and procedures.</li></ul><strong>Security Administration:</strong><br><ul><li>Develop and enforce information security policies and practices.</li><li>Manage endpoint protection, access controls, and compliance with CJIS, PCI, HIPAA, and other mandates.</li><li>Oversee cybersecurity monitoring, incident response, and awareness training.</li><li>Monitor network activity for potential threats and intrusions.</li></ul><strong>General Administration:</strong><br><ul><li>Develop, implement, and update a citywide IT strategic plan.</li><li>Coordinate and review citywide acquisition requests for software and hardware, including long-range funding plans.</li><li>Manage and coordinate vendor support contracts.</li><li>Establish and maintain written policies, standard operating procedures (SOPs), and documentation for the overall IT infrastructure and specific systems.</li><li>Ensure accurate and current documentation of system architecture, security protocols, network diagrams, and disaster recovery processes.</li><li>Oversee City telephone, communication systems, and emergency communication infrastructure.</li><li>Prepare, administer, and coordinate the IT division budget.</li><li>Supervise IT personnel including hiring, training, performance evaluation, and discipline.</li><li>Represent the IT Division at Council meetings and City committees as needed.</li></ul><br> <strong>MINIMUM QUALIFICATIONS</strong><br> <br><strong>Knowledge o</strong><strong>f:</strong><ul><li>Principles, practices, and methods of management, organization, budget, and personnel management.</li><li>Principlesandtechniquesofsystemsdevelopment,programplanning,andprojectmanagement;operating principles, methods, practices, and limitations of computers.</li><li>Telecommunications hardware and software systems, and related equipment; state of the art developments in the information systems field; principles and practices of customer service, service delivery, and service evaluation.</li><li>Principles of supervision, training, and employee evaluation. Budget estimation and tracking.</li><li>Applicable local, State, and Federal technology regulations.</li><li>City ordinances and administrative rules and regulations affecting departmental operations and personnel matters.</li></ul><br><strong>Ability to:</strong><ul><li>Prepare and present items to the City Council.</li><li>Oversee, plan, and coordinate programming, computer, and telecommunications operations' development and technical support.</li><li>Effectively facilitate meetings; analyze, evaluate, and prioritize organization-wide information system needs; communicate technical information effectively both orally and in writing.</li><li>Supervise, train, and evaluate managerial, professional, technical, and clerical personnel.</li><li>Read, interpret, and apply complex technical publications, manuals, and related documents.</li><li>Understand the organization and operation of the City and of outside agencies as necessary.</li><li>Communicate clearly and concisely, both orally and in writing.</li><li>Establish and maintain effective working relationships with those contacted in the course of work.</li><li>Sit and work on computer system for long periods of time.</li><li>Lift up to 40 pounds.</li><li>Work evenings, weekends, and attend night meetings, as required.</li></ul><br><strong>Education and Experience:</strong><br>Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would include:<br><strong>Education</strong>:<ul><li>Bachelor's degree in information technology, computer science, management information systems, or a closely related field.</li></ul><br><strong>Experience</strong>:<ul><li>Minimum of five years of progressively responsible experience in systems administration, network administration, and/or security administration, including at least two years in a lead, supervisory, or other management-level capacity.</li><li>Demonstrated experience in project management (e.g., ERP upgrades, network modernization, cybersecurity initiatives) is preferred.</li><li>Experience in municipal or public sector IT, particularly within compliance-heavy environments (e.g., CJIS, HIPAA, PCI), is preferred.</li></ul> <br><br>Alternative Combination Example: A combination of 10 years of progressively responsible information technology experience that demonstrates the knowledge, skills, and abilities necessary to perform the duties of the position may be substituted for the educational requirement. Qualifying experience may include systems and network administration, cybersecurity, enterprise application support, budget and project management, and vendor and contract oversight. Industry-recognized certifications (e.g., Microsoft, Cisco, CompTIA, ISC², ITIL, and others) may also be considered as contributing toward the education requirement when coupled with professional experience.<br><strong>Necessary Special Requirement:</strong><br>Possession of a valid Class C California Driver's License.<br> <strong>SELECTION PROCEDURE</strong><br>Applications must be filled out completely.
