Position Description

GENERAL DESCRIPTION OF POSITION
This is a responsible administrative and field operations position assisting the Director of Community Response in the directing and coordinating of the Community Response multiple divisions, programs, activities, and goals. General direction is received from the Director of Community Response.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Assists the Director in the day-to-day operations of the Department. Supervises, directs, plans, coordinates, and instructs all divisions and personnel within the Community Response Department. Divisions and responsibilities include, but may not be limited to:
a. Code Enforcement Division
i. Code Enforcement - General
ii. Parking Enforcement
iii. Short Term/Vacation Rental Program Enforcement
iv. False Alarm Administration and Enforcement
v. Condemnations/Demolition Program
vi. Foreclosure Program
b. Animal Care Division
i. Animal Control - General
ii. Animal Shelter
2. Instructs subordinates in the matter of workload, case management, processes, records, and priority assignments.
3. Schedules staff, evaluates employee performance, establishes improvement plans when needed, recommends hiring, discharging, employee discipline and other personnel action to the Director of Community Response.
4. Ensures staff are properly trained so the Department’s goals and objectives are being met.
5. Maintains and enforces departmental rules and regulations in accordance with the Personnel Rules, Regulations, Policies and Union Contract.
6. Reports daily to the Director of Community Response and performs such other duties, activities, or special projects as may be assigned by the Director.
7. Coordinates with other City Departments, local jurisdictions and outside agencies, when needed, in performing all duties and responsibilities.
8. Directs the Department, participates in meetings, responds to inquiries from the City Manager and the public in the absence of the Director.
9. Responds to inquiries and complaints from the general public.

MINIMUM QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge and understanding of the City of Fort Pierce Code of Ordinances, how they apply and their proper enforcement.
2. Knowledge and understanding of the State of Florida Statutes, specifically those associated with the enforcement of City ordinances, parking regulations and property ownership.
3. Knowledge and understanding of State of Florida Statutes related to animal care and control and shelter operations.
4. Knowledge of best business practices relating to the enforcement of codes as provided by the Florida Association of Code Enforcement and the American Association of Code Enforcement.
5. Ability to plan, direct, supervise, coordinate, organize, and inspect activities and programs of the Community Response Department.
6. Ability to address the City Commission, management, civic organizations and members of the public on subjects related to the Community Response Department.
7. Highly organized and skilled in time management.
8. Ability to delegate duties and responsibilities through all levels of staffing and ensure work is completed timely.
9. Oversee and be accessible to staff that is on call 24 hours a day and on duty 7 days a week.
10. Must be accessible to respond to emergencies and address issues when needed, including during declarations of emergency (hurricane response, etc.).

EDUCATION AND EXPERIENCE
1. Graduation from an accredited college or university with a degree in Criminal Justice, Public Administration, or another related field. Work experience may substitute for degree requirement.
2. Five (5) years of progressively responsible experience in the code enforcement field, three (3) years of which must have been at a supervisory level.
(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
1. A minimum of three (3) certifications from the Florida Association of Code Enforcement, the American Association of Code Enforcement or the Florida Animal Control Association.
2. A valid Florida Driver’s License

This position will directly supervise 21 employees.
This position may indirectly supervise 1 employee.
If applicable, supervisory responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
