Under limited supervision, this position is responsible for performing complex accounting work involving research, fiscal analysis, preparation and maintenance of financial records and reports. Reports to the Accounting Manager.<br> <div style="text-align: center"><u><strong>ESSENTIAL JOB FUNCTIONS</strong></u></div> <br>Review, monitor, and analyze accounting transactions and oversee the posting and verification of accounts payable ledgers; accurately process approved expenditure requests, verifying account codes, available budgets, supporting documentation, and purchase order documentation in compliance with Federal/State/Local guidelines; collaborate with other city departments on check processing, 1099 preparation, and intra-department transfers; reconciles General ledger accounts; provides prompt responses to vendor inquiries regarding the status of payments.<br> <br>Responsible for the preparation of complex fiscal information reports; responsible for accurate financial reporting and preparation of journal entries; responsible for the maintenance and record retention of accounting records based on Federal/State/Local guidelines.<br> <br>Responds to inquiries related to department accounting activities and agency fiscal procedures; remains abreast of current statewide policy initiatives; best practices; legislative, regulatory, and policy developments that affect financial operations and revenue enhancement at the local agency level.<br> <br>Performs other related work as required.<br> <br> <div><u><strong>Accounting-</strong></u>  General knowledge of accepted accounting principles and accounting standards of the Governmental Accounting Standards Board (GASB) to include fund accounting, financial Page 2 of 3 Revised: 2/1/2018 computations, statistical and financial analysis and forecasting techniques. Knowledge of budgeting principles and practices and multi-faceted accounting application systems.<br><br><u><strong>Technology-</strong></u> Knowledge of general office equipment and personal computers to include word processing, spreadsheet, and related software. Comprehensive knowledge of office systems, practices, procedures and administration.<br><br><u><strong>Customer Service-</strong></u>  Considerable knowledge of principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction.<br><br><u><strong>Critical Thinking-</strong></u>  Uses logic and reasoning to understand, analyze, and evaluate complex situations and research information to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to the situation.<br><br><u><strong>Interpersonal Relationships-</strong></u>  Develops and maintains cooperative and professional relationships with employees, managers, and representatives from other departments and organizations. <br><br><u><strong>Computer Skills-</strong></u>  Utilizes a personal computer with word processing, spreadsheets and related accounting software to effectively complete a variety of tasks with reasonable speed and accuracy. <br><br><u><strong>Time Management-</strong></u>  Ability to plan and organize daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules.<br><br><u><strong>Communication-</strong></u>  Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation of reports, agendas, and policies. Excellent ability to listen and understand information and ideas presented verbally or in writing.<br><br><u><strong>Accounting and Budgeting-</strong> </u>Ability to perform arithmetic, algebraic, and statistical computations. Ability to employ economic and accounting principles and practices in the analysis and reporting of financial data. </div>Bachelor's Degree in Accounting, Finance, Economics, Business Administration or a related field and 3-5 years of responsible accounting or financial management experience or an equivalent combination of education and experience.<div style="text-align: center"> </div>An acceptable general background check to include a local, state, and federal criminal history check and sex offender registry check. Individuals in this position cannot be listed as having a founded child abuse or neglect complaint.<br><br>In the event of a declared emergency in the city of Portsmouth, individuals in this position are required to work shelter duty and may be called on to perform duties as required to provide for the safety and care of the citizens of the community.<u><strong>Physical Requirements-</strong></u> Must be physically able to use varied office equipment. Must be able to exert up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting, but may also involve walking or standing for periods of time, stooping/kneeling and prolonged visual concentration.<br> <div><u><strong>Interpersonal Communication-</strong></u>  Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving instructions, assignments and directions to co-workers or assistants, as well as receiving information and assignments from supervisor. Requires the ability and skill at public speaking and speaking to people with poise, voice control and confidence.<br><br><u><strong>Language Ability-</strong></u> Requires the ability to read programs and policy manuals, financial documents, reports on program and maintenance activities. Requires the ability to analyze, reconcile and prepare reports, budget expenditures, work orders, time cards, incident reports, billing invoices and other required documentation using prescribed formats and conforming to all rules of punctuation, grammar, diction and style.<br><br><u><strong>Intelligence-</strong></u>  Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, draw valid conclusions, and to interpret an extensive variety of technical instructions in mathematical or diagrammatic form, and deal with several abstract and concrete variables.<br><br><u><strong>Verbal Aptitude-</strong></u>  Requires the ability to record and deliver information, explain procedures, and follow oral and written instructions. Must be able to communicate effectively and efficiently using standard English and accounting terminology.<br><br><u><strong>Numerical Aptitude-</strong></u>  Requires the ability to utilize mathematical formulas and input formulas into a spreadsheet, query or report. Must be able to add, subtract, multiply, divide, determine percentages, interpret graphs, etc.</div><br><u><strong>Form/Spatial Aptitude-</strong></u>  Requires the ability to inspect items for proper length, width and shape.<br><br><u><strong>Motor Coordination-</strong></u>  Requires the ability to coordinate hands and eyes rapidly and accurately in using a variety of office equipment.<br><br><u><strong>Manual Dexterity-</strong></u>  Requires the ability to handle a variety of items, such as office equipment. Must have minimal levels of eye/hand/foot coordination.<br><br><u><strong>Color Discrimination-</strong></u>  Requires the ability to differentiate between colors and shades of color.<br><br><u><strong>Data Conception-</strong></u> Requires the ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
